  • Ensure a robust Theory of Change with clear pathways, assumptions, and risks

  • Facilitate ToC workshops with Partners
  • Technical support on indicator development, MEL planning, and target setting
  • Review and feedback on MEL sections during proposal review

  • Early Partner MEL capacity self assessment and resourcing reflected in the proposal
