Ideation & Expression of Interest

Initial program ideas are generated, scoped, and assessed for strategic relevance before any design commitments are made.

Role of the Impact Delivery (ID) Team

Provide impact-lensed technical advice on a clear ideation memo that states the problem, intended change, strategic alignment, and priority learning questions. Review for impact orientation alignment and highlight key assumptions and evidence gaps that should be addressed before concept development and advise on criteria and process for Partner selection. Support rapid scans, in partnership with Evidence & Learning team, where required.

The ID team supports program teams to articulate and deepen the impact intention in the ideation memo. This includes helping programs identify evidence needs and gaps, and accessing evidence that is already available for use in refining the ideation memo. The ID team collaborates with the Evidence & Learning function on landscaping, rapid reviews, and other evidence inputs.

ID Team Activities

  • Facilitate ideation discussions to surface learning and evidence gaps (capacity strengthening)
  • Provide rapid evidence inputs such as landscaping, diagnostics, and rapid evidence reviews (capacity strengthening)
  • Support programs to identify evidence needs and gaps (in collaboration with ELI)
  • Provide early guidance on impact orientation before any measurement design (quality assurance)

Foundation Requirements

A clear impact intention aligned to the Foundation’s view of impact and country or platform roadmap/strategy is required. Early learning questions, assumptions, risks and gaps in evidence for full design must be articulated, without defining indicators or targets.

  • Impact intention must be explicitly stated
  • The priority learning questions, assumptions and evidence gaps must be documented
